NHSaves Weatherization Pathways

There are three main paths depending on your household income, home type, and ownership. Most homeowners qualify for the Standard path; some qualify for Income-Eligible benefits that cover much more.

Standard

Home Energy Performance

Most NH homeowners qualify for this standard whole-home path. A.J. LeBlanc Heating works with TurnCycle Solutions on the program: TurnCycle runs the professional energy audit and writes the recommendation report, and we handle the heating equipment installs. The audit usually produces two kinds of work: building envelope improvements (insulation, air sealing, ventilation) that qualify you for the program, and the heating equipment upgrades that pair with them.

Heating equipment included

Audits routinely pair envelope work with new heating equipment, and NHSaves rebates apply to both. Cold-climate heat pumps (Bosch IDS Ultra, Mitsubishi Hyper-Heat, Daikin, Fujitsu, LG), high-efficiency gas furnaces and boilers, and heat pump water heaters all qualify. We handle the install and the equipment-rebate paperwork as part of the same job.

Renters and landlords both have access to NHSaves weatherization, but the work has to be approved by the property owner because it improves the building itself, not just the tenant's bill.

What is the NHSaves Home Energy Performance program?

NHSaves Home Energy Performance is a statewide weatherization program funded by Eversource, Unitil, and Liberty Utilities. It starts with a professional energy audit by an authorized auditor (TurnCycle Solutions) and provides up to $6,000 in rebates on insulation, air sealing, and ventilation work, plus separate NHSaves equipment rebates on qualifying heat pumps, furnaces, boilers, and water heaters. 0% financing up to $15,000 is available through participating utilities.

What is a Home Heating Index (HHI)?

The Home Heating Index measures how much heating energy your home uses per square foot per heating degree-day, expressed as BTU/sqft/HDD. NHSaves uses an HHI threshold of about 5.0 to flag a home as a strong candidate for the Home Energy Performance program. Older or under-insulated homes typically score higher than 5.0, which usually means weatherization will reduce both energy use and monthly bills. Our prequalifier calculates your HHI using the same constants the NHSaves audit tool uses, so the numbers reconcile across both calculators.

What does the energy audit cost?

$100 for a professional audit. The audit is normally a $500 value and is often credited back if weatherization work proceeds. It includes a blower-door test (measures how leaky the house envelope is), infrared imaging (finds hidden insulation gaps), and a written report of recommended improvements. Income-eligible households may qualify for a no-cost assessment.

Who runs the audit and who installs the heating equipment?

TurnCycle Solutions, an NHSaves-authorized auditor, performs the energy audit and produces the written recommendation report. A.J. LeBlanc Heating handles the heating equipment installations and the equipment-side NHSaves rebates. Both teams stay coordinated through the audit, rebates, and any installation work so the customer has one path from prequalification to finished project.

Does NHSaves weatherization cover heat pump installation?

Yes. The Home Energy Performance audit routinely recommends pairing envelope work with new heating equipment, and NHSaves rebates apply to both halves. Equipment rebates cover cold-climate heat pumps (Bosch IDS Ultra, Mitsubishi Hyper-Heat, Daikin, Fujitsu, LG), high-efficiency gas furnaces and boilers, and heat pump water heaters. The envelope work is what qualifies the home for the program; the equipment rebates stack on top.

What 2026 income limits qualify for the income-eligible tier?

Households at or below these annual incomes qualify for enhanced NHSaves benefits: $69,394 (1 person), $90,746 (2), $112,098 (3), $133,449 (4), $154,801 (5), and $176,154 (6). Auto-enrollment in LIHEAP, SNAP, Medicaid, SSI, Fuel Assistance, or a utility low-income rate also qualifies, regardless of stated income. Income is verified by the utility, not by A.J. LeBlanc Heating.

Can weatherization rebates stack with NHSaves heat pump rebates?

Yes. The two are separate NHSaves programs that work together when both apply to the same project. The Home Energy Performance program covers up to $6,000 in envelope work, and a heat pump, furnace, boiler, or water heater installed at the same time earns separate NHSaves equipment rebates plus the NE Heat Pump Accelerator point-of-sale incentive on qualifying heat pumps.

What if I rent or own a rental property?

Renters can participate, but the property owner has to approve the work because weatherization improves the building itself, not just the tenant's bill. Landlords can access the same program for their rental properties; incentives and financing terms vary by utility and property type. For larger multi-family buildings, separate NHSaves commercial weatherization programs may apply.

Is the prequalifier accurate to the NHSaves Home Energy Audit tool?

Yes. The prequalifier uses the same BTU constants (heating oil 138,500 BTU/gal, propane 91,200 BTU/gal, kerosene 134,900 BTU/gal, cord wood 20,000,000 BTU/cord, wood pellets 16,500,000 BTU/ton) and the same NH heating-degree-day base (6,870) as the NHSaves Home Energy Audit tool. HHI numbers reconcile within a hundredth of a point across every fuel type. Final eligibility is verified by TurnCycle Solutions and your utility.

Are federal tax credits still available alongside NHSaves rebates?

No. The federal Section 25C Energy Efficient Home Improvement Credit and Section 25D Residential Clean Energy Credit both expired on December 31, 2025 under the One Big Beautiful Bill. Equipment installed in 2026 does not qualify for either federal credit. NHSaves utility rebates and the NE Heat Pump Accelerator are still active and are the main savings programs available to NH homeowners this year.
